Jill Harper, RN Appointed Co-Chair of Wayne County Partnership

Sodus, NY – The Wayne County Partnership is pleased to announce the appointment of Jill Harper, RN as Partnership Co-Chair effective June 1, 2026.

Harper is a seasoned nursing professional with nearly 40 years of experience, including 25 years dedicated to school nursing and school‑based health leadership. Throughout her career, Jill has been a steadfast advocate for children and families, taking great pride in her work building strong, collaborative relationships across schools, healthcare systems, and community organizations in Wayne County.

Jill is deeply committed to community advocacy and partnership development, working to bridge education, healthcare, and social service systems to create a seamless continuum of care. Her approach is rooted in trust‑building, shared problem‑solving, and elevating community voices to ensure services are responsive, accessible, and sustainable.

“Jill’s experience and personality align exactly with the Partnership’s mission and philosophy,” says Ed Hunt, Wayne County Compliance Officer and Partnership Co-Chair. “We believe that cross-sector and inter-agency communication and collaboration are the only way to provide the people of this county with the best chance of success in their lives. Jill is a living example of what the Partnership strives to accomplish every day.”


In her current role as a School Health Integration Specialist, Jill leads cross‑sector collaboration efforts that align health, wellness, and social supports. She is widely recognized for her ability to cultivate meaningful partnerships, strengthen community networks, and design coordinated systems that address both immediate student needs and long‑term outcomes. Her work reflects a strong dedication to whole‑child development and improving access to care for children and families.


Jill brings a unique blend of clinical expertise, strategic insight, and relationship‑building skills. Her professional background spans school health services, hospital‑based maternal‑child nursing, home care, and care coordination for individuals with developmental disabilities—providing her with a comprehensive understanding of both the healthcare and education landscapes.


“After more than 40 years of serving Wayne County, stepping into the role of Co‑Chair of the Wayne County Partnership is truly an honor,” she says. “My work has always centered on people and relationships, and I’m grateful for the opportunity to continue strengthening the connections that support our community. Together, I believe we can close gaps, strengthen our systems, and ensure every student and family feels supported and has a clear path to reach their fullest potential.”


Outside of her professional work, Jill values time with her family. She enjoys life with her husband, their four married children, and ten grandchildren. Together, they appreciate the outdoors and take pride in the continued growth of their fifth‑generation Wayne County family farm.


Jill Harper is taking the Co-Chair position made available as Partnership Co-Chair Jay vacates the role after fourteen years. Roscup serves as Director of Wayne County Community Schools and continues to support efforts centering on collaboration. Roscup noted encouragingly, “The Partnership is a place where agencies gather to share priorities. It is a place where leaders work together towards shared goals. I want to live in a county where the Public Health Director is aware of literacy rates, and school leaders know physical activity and nutrition are important. The Partnership brings us closer to that ideal.  We serve whole communities and real people, and we can’t afford to operate in the narrow sectors of government program funding slices. Local places need to work together to get the most out of every resource and think holistically. Jill Harper knows how to think whole community and whole child. She is the right person to lead alongside Ed.”


The Partnership has met five times a year since 2012. Roscup originally Co-Chaired the Partnership with Kathy McGonigal, Deputy Director for Youth. McGonigal and Roscup led the Partnership together through the first decade. The Partnership maintains one co-chair employed by a school district and one co-chair employed by the county and a series of workgroups organized now along a developmental continuum from Cradle to Career.


The Wayne County Partnership is a consortium of 56 districts, agencies, and departments that share a common goal: improving the lives of people and families in Wayne County, NY. This is accomplished through inter-agency communications, cooperation, and collaboration.
